Except as otherwise provided herein, the provisions of this chapter shall be administered and enforced by the city planner, or designee (hereinafter referred to as "city planner" or "enforcement officer"). In the enforcement of this chapter, the city planner or designee may enter upon private or public property to examine such properties and to abate or cause the abatement of properties or premises declared to be a nuisance pursuant to the provisions of the chapter.
