13.20.040   Application.
   A.   The provisions of this chapter shall apply to all persons, customers, and property within the limits of the City.
   B.   The provisions of this chapter do not apply to uses of water where necessary to protect public health and safety or for essential government services such as police, fire, and other similar emergency services.
