13.16.570   Out of service wells and dry wells (seepage pits).
   It is the duty of every owner of land on which there is a well or test hole which is not being used to cap the well or test hole with a watertight seal and keep the well site free of trash, weeds and debris. Whenever any well or test hole is capped, notice shall be sent to the building official stating the owner's name, the location of the well or test hole, the fact that it has been taken out of service and the anticipated date of return to service if that date is known. Any owner who willfully fails to perform the duties imposed by this section or who introduces or knowingly allows sewage or other pollutants to flow into an out of service well, test hole or dry well shall be guilty of a misdemeanor.
