Any discharger, permit applicant, or permit holder affected by any decision, action, or determination made by the director, interpreting or implementing the provisions of this chapter or any permit issued hereunder by the city, may file with the city manager a written request for reconsideration within ten days of such decision, action, or determination, setting forth in detail the facts supporting the discharger's request for reconsideration. The city manager has the discretion to refer any and all appeals to a designated administrative hearing officer for determination.
