If work under a permit is not commenced within six months from the date of issuance or if after partial completion the work shall be discontinued for a period of six months, or if the connection or work authorized by such permit is not completed within one year from date of issuance of permit, the permit shall thereupon become void and no further work shall be done until a new permit shall have been secured.
