Any person constructing a sewer within a street or public right-of-way or easement shall comply with all state, county or city laws, ordinances, rules and regulations pertaining to the cutting of pavement, opening, barricading, lighting and protecting of trenches, backfilling and repaving thereof, and shall obtain all permits and pay all fees required by other departments having jurisdiction prior to the issuance of a permit by the city.
