No person shall cause or permit a premises to be initially connected to the sewer system nor shall any person increase the number of dwelling units on residential premises connected to the sewer system, change the use of residential premises connected to the sewer system to a nonresidential use, increase the area of nonresidential premises devoted to a nonresidential use, or change the use of nonresidential premises to a residential use without a connection permit issued by the director as provided by this chapter.
