Where there is no available public sewer, the city shall have the option, at its sole discretion, to extend the public sewer to within two hundred (200) feet of the property line and require connection thereto, as set forth herein. If the city waives its option to extend sewer system, such waiver shall be in writing from the city manager to the applicant.
