Director is authorized to promulgate regulations which further the purpose and intent of this chapter. Such regulations shall be adopted in accord with city's policy permitting adoption, amendment or repeal of regulations and shall thereafter be enforceable as though set forth herein. Additionally, guidelines for the implementation of this ordinance may be adopted and amended by resolution of the city council. (Ord. 2004-14 (part), 2004)
