No person shall swim, fish, bathe, wash personal items or clothing, wade, row, sail or operate any boat, radio-controlled or non-radio-controlled water toy or model, craft, or other device, on or in any pond, lake, stream, splash pad or other water feature within a park and recreation facility, except at such place and/or time period designated and provided by the City Manager or designee for such use.
