Consent is given that the county health officer of the county of Tulare shall enforce and observe in the city, all orders, quarantine regulations and rules prescribed by the state Department of Public Health, all statutes of the state of California, and all ordinances of the county of Tulare relating to the public health, all of which orders, regulations, rules, statutes and ordinances are declared to be effective within the city.
