Except as otherwise provided herein, any person violating any provision of this title shall be deemed guilty of an infraction, subject to penalties in accordance with Section 1.12.010. Alternatively the city may choose to enforce violations through the administrative code enforcement process described in Chapter 1.13 of the Visalia Municipal Code.
