There shall be provided by the city council, or by the Poundmaster upon such terms and conditions as may be mutually agreed upon by the Poundmaster and the city council, a suitable building or enclosure to keep and safely hold all animals to be impounded pursuant to the provisions of this title, and said building or enclosure shall be known and designated as the “Visalia Animal Care Center.”
