This chapter shall not apply to public transit provided by government agencies and private parties under contract to government agencies or the transportation of the handicapped or chronically ill in specially equipped vehicles. Individuals operating a medical transportation service claiming such an exemption shall transport only individuals who are handicapped or chronically ill and their attendants.
