Every individual or entity conducting or operating a lodging house or hotel in the city whether as owner, lessee, agent or manager, shall keep a register wherein every guest and every individual hiring, obtaining or procuring lodging or the right to occupy or use any room or rooms, in such lodging house or hotel, shall be required to inscribed his/her true name at the time of procuring such lodging or the right to occupy or use any room or rooms in such lodging house or hotels. Said register shall show the time the name was inscribed (the day, the month and the year), also the room or rooms hired or procured by such guest or lodger. Said register shall be kept in a conspicuous place in said lodging house, or hotel and shall be, at all times, open to inspection by any other guest or lodger in said lodging house and to the chief of police and to all other city police officers.
