The collector may adopt rules, regulations, and other fees not inconsistent with the provisions of this title as may be necessary or desirable to aid in the enforcement of the provisions of this title. A copy of any such rules, regulations, and other fees shall be available for public inspection in the collector's office. Other fees may be established by the finance director or his/her designate. Such fees shall be based on the administrative cost to provide such service. A business may be required to furnish names and addresses of independent workers, contractors, sales persons, agents, service workers, persons who receive commissions, etc., that are not employed as an employee of that company.
