Any bicycles in the possession of the police department of this city which have been unclaimed for a period of at least three months and thereafter transferred to the city purchasing division, may annually, between the 1st and 10th days of July, in each year, instead of being sold at public auction to the highest bidder pursuant to the provisions of Section 2080.5 of the Civil Code, be turned over to one or more charitable or nonprofit organizations for use in any program or activity designed to prevent juvenile delinquency or assist disadvantaged youths. The city manager or the city manager's designee is authorized, without provisions of this section upon the city manager's or the city manager's designee's determination and finding that the donee charitable or nonprofit organization is exempt from state or federal income taxation, or both, and is authorized under its articles of incorporation to participate in a program or activity designed to prevent juvenile delinquency.
