A. Extensions of time for the submission of any report of the planning commission under any reference may be had by agreement between the planning commission and the referring authority, and not otherwise.
B. The power of the referring authority to act upon any matter herein required to be referred to the planning commission before final action thereon by said authority, is suspended until the expiration of the time within which the planning commission may submit its report thereon as the same shall be fixed and determined pursuant to the provisions of this chapter; and the perfecting of a reference thereof to the planning commission as herein provided, shall be deemed a condition precedent to the exercise of the power of the referring authority to take final action upon any of the matters specified in Section 2.16.050 of this chapter.
