No person shall engage in or conduct the business of a "peddler", as defined in section 8-3-1 of this chapter, without obtaining a license before so engaging or conducting such business. Solicitors, peddlers or salespersons engaging in soliciting from door to door shall apply for such license from the city clerk and shall pay a fee of ten dollars ($10.00) therefor.
