Every person who shall go about from place to place on, along or upon the streets of the city selling or offering for sale, bartering or exchanging any goods, wares or merchandise, or who shall go about from place to place on, along or upon the streets of the city selling and delivering from any wagon, pushcart or other vehicle any goods, wares or merchandise, or who shall go about from place to place on, along or upon the streets of the city selling and delivering goods, wares or merchandise shall be deemed a "peddler". This chapter shall also apply to persons who sell, offer for sale, barter or exchange any goods, wares or merchandise from any motor vehicle located within the corporate limits of the city.
