6-3-2: BUILDING PERMIT 1 :
   A.   Permit Required: It shall be unlawful to commence construction or alteration of any structure until the zoning enforcement officer has issued a building permit authorizing such work.
   B.   Application For Permit:
      1.   The applicant shall submit application to the zoning enforcement officer including a plan, drawn to scale, showing the dimensions of all structures to be constructed or altered and all existing structures, the use of all structures, yard depths and any other information necessary for determining conformance with this title.
      2.   Applications for industrial building permits shall include certification by an engineer or architect registered in Illinois that the applicable performance standards will be met.
      3.   The zoning enforcement officer shall keep a permanent file of all applications with accompanying plans and all permits issued. (Ord., 4-1-1973; amd. 2009 Code)
   C.   Fee: Fees for building permits within the corporate limits of the city of Virginia are hereby established in accordance with the following schedule:

   D.   Issuance Or Denial Of Permit: If the proposed construction or alteration conforms with all applicable provisions of this title and all other applicable ordinances, regulations and codes, the zoning enforcement officer shall issue a building permit authorizing such construction or alteration. If the proposed construction or alteration fails to conform, the zoning enforcement officer shall refuse to issue a building permit and shall deliver written notice to the applicant stating the reasons for the refusal. The zoning enforcement officer shall act upon applications for building permits within one week from the date of their submission.
   E.   Validity: The issuance of a building permit by the zoning enforcement officer shall not waive any provision of this title.
   F.   Expiration Of Permit; Renewal: A building permit shall become void six (6) months from the date of issuance unless substantial progress has been made by that date on the construction or alteration authorized therein. A building permit may be renewed without fee upon review by the zoning enforcement officer before it becomes void. (Ord., 4-1-1973; amd. 2009 Code)
   G.   Late Applications: In addition to any and all other penalties and remedies available to the city under this code or at law, any person or entity who fails to obtain and pay for an appropriate permit as set forth in this code and at the rates established in subsection C of this section prior to commencing such work to be permitted, shall submit an appropriate permit application, together with a fee which is double the amount of the rates established under said subsection C of this section. Nothing under this subsection shall be construed as a waiver of any remedies available to the city for failure of the applicant to obtain a timely permit and nothing under this subsection shall be construed to require issuance of a permit if the same would otherwise be prohibited by this code or existing law.
