(A) Prohibition. No person holding or occupying any elective office of the city shall be employed by the city within one year from the date that the person leaves the elective office.
(B) Exception. The Council shall determine, by unanimous vote of the full Council, that if a former office holder should be employed by the city within the aforementioned one-year period as being in the best interests of the city, and that there has not been, nor exists, any conflict of interest arising from the official’s actions while occupying office, then the city may employ the former official during this year period.
