One Administrative Commission is hereby established. A Public Utilities Commission for the operation and management of such public utilities. The Advisory Hospital Commission has been established under Section 2.38 of the City of Virginia Code.
The Public Utility Commission action shall be subject to override by the Council by a two-thirds majority if the action involves financial matters and a simple majority on all other matters within ten days after the minutes noting said Commission action has been filed with the person or department so designated by the Council. Notwithstanding anything set out in this Chapter, the Public Utilities Commission may not issue or sell obligations for any purpose, but this Commission may request the Council to do so pursuant to its authority.
The Public Utilities Commissions shall set bond to be given by such of its employees as have departmental funds in their charge, and shall pay the premiums on such bonds.
