There is hereby created the Department of Streets, Department of Sanitation and the Department of Parks. There is also hereby established the office of Superintendent of Streets, Superintendent of Sanitation and Superintendent of Parks. Each of the three Superintendents shall be appointed by the Mayor; each shall hold its office at the will of the Mayor and shall be governed generally in his duties by the rules and orders of the Board of Public Works and Safety.
