The Superintendent of Sanitation shall have supervision over the Sanitation Department employees and equipment; the collection, removal and disposal of garbage, refuse, trash, debris and waste throughout the city; and supervision of landfills and dumps for the disposition of garbage, trash, refuse, debris and waste collected throughout the city.
