§ 32.020 RESPONSIBILITY OF CITIZENS.
   Nothing herein shall be construed to relieve any citizen of his duty to properly care for his own property or premises, or to comply with other provisions concerning handling or disposition of garbage, trash, refuse, debris and waste accumulated on his own property or premises.
