The membership shall be as provided by that statute as set forth in § 32.090 and the official members are hereby designated as three persons in the city government who shall be appointed by Common Council, and four citizen members, not more than two of whom shall be members of the same political party, who shall be appointed by the Mayor. Each new appointment shall be for a term of four years, in accordance with the provision of that statute as set forth in § 32.090.
