It is declared to be the public policy of the city and the purpose of this subchapter to achieve and maintain those levels of environmental quality as will protect human health and safety, and to the greatest degree practicable, prevent injury to plant and animal life and property, foster the comfort and conveniences of the people, promote the economic and social development of the city and facilitate the enjoyment of the natural attractions of the city; also, to provide a framework to promote an improved understanding between industry and the community on environmental issues.
