(A) The Commission on Environmental Quality and Conservation shall normally meet a minimum of once each month. Special meetings may be called by the Chairperson of the Commission or the Mayor. The budgeted expenses for carrying on the Commission's activities shall be paid out of funds appropriated for those purposes by the Common Council.
(B) Except as specifically stated in this subchapter, the Commission may determine its own procedures, including the formation of committees and the designation of individuals and organizations within the Community to serve as consultants.
