2.4   Local Limits
   A.   The Superintendent is authorized to establish Local Limits pursuant to 40 CFR 403.5(c).
   B.   The following pollutant limits are established to protect against Pass Through and Interference. No person shall discharge wastewater containing in excess of the following:
      0.17      mg/l cadmium
      4.47      mg/l chromium
      0.72      mg/l copper
      4.90      mg/l cyanide
      1.07      mg/l lead
      0.00053   mg/l mercury
      4.85      mg/l nickel
      0.37      mg/L silver
      100      mg/l oil and/or grease
      6.30      mg/l zinc
   The Superintendent may impose mass limitations in addition to the concentration-based limitations above.
   C.   The following pollutant surcharges limits are established to ensure just and equitable rates and charges with respect to the services rendered by the POTW:
         400      mg/l surcharge limit for CBOD5
         450      mg/l surcharge limit for total suspended solids (TSS)
   The surcharge rates are outlined in the POTW's Sewer Use Ordinance. Exceeding the surcharge limit alone shall not be considered a violation of this ordinance.
   Mass-based upper limits for CBOD5, TSS, and ammonia to maintain proper plant operations will be established in individual IU permits. The Superintendent shall be responsible for establishing these upper limits to ensure no adverse effect on the POTW. The total allocation of the pollutants shall not exceed the calculated Maximum Allowable Industrial Load.
   D.   The above limits apply at the point where the wastewater is discharged to the POTW. All concentrations for metallic substances are for total metal unless indicated otherwise. Individual limits may be necessary when required by Federal Categorical Pretreatment Standards or as established through an individual Industrial User Permit, issued by the Superintendent. Alternative limits may be granted to an Industrial User by issuance of an Industrial User Permit, provided the Superintendent has determined that no adverse effect on the POTW will occur from the alternative limits and the IU can justify to the Superintendent's satisfaction that the above limit cannot reasonably be achieved. Deviations from the above limits may be authorized by the Superintendent at his sole discretion, upon an affirmative showing by the requesting IU that such deviation will not be harmful to the POTW.
   E.   The Superintendent may develop Best Management Practices (BMPs), by ordinance or in individual wastewater discharge permits, to implement Local Limits and the requirements of Section 2.1.
