(A) The Sewer Department shall impose rates and charges to be collected from the owners of each and every lot, parcel of real estate or building that is connected with the city's sewage works or otherwise discharges sanitary sewage, industrial wastes, water or other liquids either directly or indirectly into the city's sewage works, which rates and charges shall be payable as hereinafter provided and shall be determined as follows:
(1) The sewage rates and charges shall be based on the quantity of water used on or in the property or premises subject to such rates and charges as the same may be measured by the water meter there in use, except as otherwise provided in this subchapter.
(2) Sewage service rates, which are based upon the amount of water used, shall be as follows:

(3) The base charge for sewage services where the user is a metered water consumer shall be based upon the size of the water connection and shall also be as follows:

(4) (a) Effective upon passage the charge for sewage services for single-family domestic users who are not metered water consumers shall be $52.69 for users located within the city's corporate boundaries and $79.04 for users located outside of the city's corporate boundaries.
(b) Effective July 1, 2018 the charge for sewage services for single-family domestic users who are not metered water consumers shall be $55.86 for users located within the city's corporate boundaries and $83.79 for users located outside of the city's corporate boundaries.
(B) These rates and charges shall be prepared and billed by the city and shall be collected in the manner provided by law and ordinance.
