§ 51.090 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   CITY DITCH. A channel constructed in 1930 to collect and transport storm and surface waters from the City of Vincennes to the Walbash River.
   CITY DITCH STORMWATER SYSTEM. The stormwater system within the boundaries of the area recognized by the Board as benefiting from the existence of City Ditch.
   PUBLIC STORMWATER FACILITIES. Stormwater system facilities and structures located within public rights-of-way or in easements dedicated to the City or that have been legally accepted by other means for maintenance by the City. These include, but are not limited to, inlets, conduits, manholes, structures, channels, outlets, retention or detention basins, other structural components and equipment designed to transport, move, regulate storm and surface waters that are under the control of the City.
   STORMWATER SERVICE FEES. Fees that are imposed on users of a stormwater system to pay the costs of system operation, maintenance, improvement and administration.
