All City Ditch stormwater fees collected, and the interest earned on those collected fees, shall be deposited in a special revenue fund entitled the “City Ditch Stormwater Service Fund” which shall be separate from any other fund or account of the City government or a city utility. No tax revenues or other monies received from the State of Indiana shall be deposited in this fund. Disbursements from this fund shall be authorized by the Board. Such disbursements shall be used for the operation, maintenance, improvement and administration of the City Ditch Stormwater System. Monies from this fund shall not revert to any other fund or account of the City government or a city utility, and may not be transferred for use for any other purpose.
