(A) The Board shall arrange for owners of property, located outside the boundaries of the City, served by the City Ditch Stormwater System to receive quarterly fee charge statements. These fee charges shall be for stormwater services provided to the property owners during the three months preceding the mailing of the statement. These fee charges are to be paid within 30 days of the date on the statement.
(B) At or before the time that fee charges are due from property owners outside the boundaries of the City, the Board shall arrange for monies to be deposited in the City Ditch Stormwater Services Account in an amount that covers fees payable by owners of property within the City. This payment shall satisfy and all City Ditch stormwater fee obligations payable by owners of property within the City.
