The streets and parts of streets described herein are declared to be limited to use by any vehicle, and no person, excepting persons traveling to and from the residences and businesses on said streets, shall operate any vehicle upon said streets during the hours so specified on any day except Saturdays, Sundays, and legal holidays during the school year as determined by the Vincennes School Corporation:
