No person shall abandon, store, park or allow any mechanically inoperable vehicle to remain in the open upon public or private property within the city limits or within the perimeter around the city included under its jurisdiction by the zoning ordinance of the city at any location which is visible from public premises for a period of three or more days on public property or for a period of 20 or more days on private property if the vehicle is at least six or more model years old and mechanically inoperable unless it is in connection with an automotive or repair business enterprise which operantes under a duly issued and exhibited store license and is located in a properly zoned area.
