The following are not liable for loss or damage to a vehicle or parts occurring during the removal, storage, or disposition of a vehicle or parts under this chapter:
(A) A person who owns, leases or occupies property from which an abandoned vehicle or parts are removed unless that person is also the owner of the abandoned vehicle or is responsible for its presence.
(B) The city, the office of City Inspector, the Police Department, the Fire Department, the Board of Public Works and Safety, the City Clerk-Treasurer, or the Common Council.
