If upon inspection of any campsites, the presence of trash, debris, junk or garbage is discovered thereon, the person inspecting the site shall give the occupant of the campsite a written notice to remove any such trash, debris, junk or garbage within eight hours; and upon failure to so comply the occupant shall vacate that campsite upon the expiration of the 24-hour period and that person shall not be issued any further campsite permits within the calendar year.
