§ 115.99 PENALTY.
   (A)   Should any septic tank waste collected within the city or collected from outside the city with the implied intention of utilizing the city dumping station for disposal, be purposely dumped in any part of the city sewer system or anywhere else within the city limits by a licensed contractor or any other person other than the designated dumping station at the wastewater treatment plant as set forth in § 115.01 through 115.06, that party shall be subject to the following penalty:
      (1)   On the first offense, a $1,000 fine and, if applicable, suspension of license for six months.
      (2)   On the second offense, a $2,500 fine with one year suspension of dumping license.

   (B)   Whoever violates any provision of §§ 115.20 through 115.24 shall be fined not more than $2,500 for each violation. Each day's violation shall constitute a separate offense.
   (C)   Failure to purchase a dumpster permit as required in §§ 115.30 et seq., first offense $25, second offense $50, and third and all subsequent offenses shall constitute the individual or business as an habitual offender and shall be punishable by a fine of $500 for each offense.
