Each dwelling unit shall maintain, and be equipped to maintain, a minimum temperature of 68° to 70° under ordinary weather conditions and, in addition thereto, shall have a minimum window area of each habitable room of at least 10% of the floor area, and each of such windows installed therein should be easily openable to the extent of 45% of its area.
