§ 152.36 RESTRICTING CERTAIN USES.
   (A)   No basement or cellar space shall be used as a dwelling unit unless the floor and walls are reasonably impervious to leakage of underground and surface runoff water and insulated against dampness.
   (B)   Each basement or cellar room used as a dwelling unit shall have at least one window which can easily be opened, or such other device as will adequately ventilate the room when approved by the Health Officer or City Inspector.
   (C)   Every window which is below the grade of the ground adjoining that window shall have a lightwell or areaway.
