The purpose of this chapter is to establish a rental licensing program in order to promote health and safety standards for rental properties, to protect tenants from substandard housing and to maintain neighborhood stability. These standards relate to the condition, maintenance and occupancy of rental units and are intended to insure that rental housing is safe, sanitary, and suitable in accordance with all applicable laws.
