All revenues that the city may levy, collect and receive for the purpose of funding the 911 emergency telephone services shall be expended solely for the provision of a 911 emergency communication system through a contract with the City of Erlanger or with another authorized provider of 911 emergency telephone services; and this may include expenditures to train communication personnel and to inform the public of the availability and proper use of 911 services.
