§ 31.06  OTHER NONELECTED OFFICES.
   (A)   The Council may create other nonelected city offices by ordinance.
   (B)   The ordinances shall specify:
      (1)   The title of office;
      (2)   The powers and duties of office;
      (3)   The oath of office;
      (4)   The bond, if required; and
      (5)   Compensation.
