(A) Violation by a minor of the provisions of § 131.02 shall constitute a civil violation, and the minor shall be subject to a fine of not more than two hundred fifty dollars ($250).
(B) Any parent or guardian that knowingly allows a minor to violate § 131.02 shall constitute a civil violation, and the parent or guardian shall be subject to a fine of not more than two hundred fifty dollars ($250).
