Any person who as owner of the land so surveyed or platted or as the agent of any owner shall sell, or offer for sale any lot, block subdivision or part thereof, in any addition, division or subdivision of lands as mentioned in § 153.01 above, before the map, plat or subdivision thereof has been approved by the City Council shall be deemed in violation of this chapter.
