Any person who shall, as owner of the land so surveyed or platted, or as the agent of any owner, cause to be recorded in the Recorder’s Office of Douglas County, any map, plat or subdivision mentioned in § 153.01 above, without having the same submitted to and approved by the City Council before filing the same in the Recorder’s Office for record, shall be deemed in violation of this chapter.
