All lots, buildings and structures within the city shall be numbered in accordance with the following:
(A) North and south numbers shall commence at Monroe Street;
(B) East and west numbers shall commence at Main Street;
(C) Even numbers shall be on the west and north sides of streets;
(D) Odd numbers shall be on the east and south sides of streets; and
(E) The numbers shall commence with 1 and there shall be 1 number to every 25 feet of frontage within the area defined by the city’s fire limits in § 150.01, and 1 number to every 50 feet of frontage within all other areas.
