§ 96.19  BLOCKAGE OF STREETS AND SIDE- WALKS FOR CONSTRUCTION  PURPOSES; PERMIT REQUIRED.
   (A)   Any person engaged in constructing or improving any building, fence, lot, street or sidewalk may apply to the City Clerk for a permit to deposit material upon a contiguous street, alley, or sidewalk.  The permit shall be applied for and issued in accordance with the provisions of Chapter 110 of this code.  The permit shall state during what time period blockage of the street, alley or sidewalk shall be permitted.  There shall be no fee for the permit. 
   (B)   The Clerk shall forward the application to the Director of Public Works who shall make the inspections as may be necessary.  The Director of Public Works shall take the appropriate action, as provided in § 110.04 of this code.  The Director of Public Works shall not issue a permit for any activity that does not comply with the provisions of this subchapter.  No permit shall be valid for a period of time longer than 4 months from the date of issuance.
   (C)   The holder of any permit as provided in division (A) above, issued by the city, shall comply with the other provisions of Chapter 110 of this code as are appropriate.  Any holder failing to comply with the provisions of this subchapter or Chapter 110 shall be liable to revocation of the permit as provided by § 110.12 of this code.
   (D)   Any and all permitted blockages of a street, alley or sidewalk for construction purposes shall comply with the following requirements:
      (1)   The obstruction of the street, alley or sidewalk as permitted shall not occupy more than one-half of the street, alley or sidewalk;
      (2)   The obstruction by material shall in all cases be placed or deposited so as to create the least possible interference with vehicles and persons lawfully passing by and using the street, alley or sidewalk;
      (3)   No material shall be placed in front of any premises other than those being improved, or about to be improved, without the consent of the occupant.
