§ 110.04  INSPECTION BEFORE ISSUANCE OF PERMIT; ACTION UPON INSPECTION.
   (A)   Upon the receipt of an application for a license or permit, where an investigation or inspection is required by ordinance before the issuance of the permit or license, or where an inspection or investigation shall be deemed reasonably necessary or appropriate, the City Clerk, within 48 hours of the receipt, shall refer the application to the officer authorized by this code to issue the license or permit for the making of the investigation or inspection. 
   (B)   Within 4 business days the issuing officer shall report to the applicant the following.
      (1)   If it shall appear to the officer that the matters and circumstances relating to an application require further information before a proper determination can be made, the application shall be returned to the applicant for the inclusion of the additional information as may be specified necessary and appropriate.
      (2)   If, after due consideration of the information contained within the application and the related inspection, the officer shall determine that the matters concerning the application are unsatisfactory, he or she may disapprove the application, indicating the reasons therefor.  Thereupon, the Clerk shall promptly return any license or permit fee.
      (3)   If, after due consideration of the information contained within the application and the related inspection, the officer shall determine that the application is satisfactory, he or she shall approve the application.  Thereupon, the officer and the Clerk shall issue the license or permit.
